Green Loans Program is well managed, AECOM Australia Pty Ltd was engaged
in April 2010 to conduct an audit program of assessor organisations and
individual assessors, as well as Green Loan recipients.
While most assessors and assessor organisations have been
operating within the terms and conditions of their Green Loans
contracts, there are reports that suggest some may be in breach. The
Department takes non-compliance and fraud very seriously and as such is
committed to removing this type of behaviour from the Green Loans
Program.
Initial audit activity is focussed on assessors and large
assessor organisations that have completed substantial numbers of
assessments under the Program to date, and will also include a number of
assessors and assessor organisations who are chosen randomly. The
audits are assessing whether activities undertaken as part of the Green
Loans Program are consistent with contract terms and conditions, as well
as the program guidelines.
Audit activity has commenced and the Department would like to
take this opportunity to remind assessors of their obligations under the
terms and conditions of their contract, specifically Clause 21
(organisation contract) or Clause 19 (individual contract) - Audit and
access. This clause provides for the Department or its representative to
conduct audits relevant to the performance of the assessor's
obligations under the contract.
If assessors or assessor organisations are contacted by AECOM
Australia Pty Ltd regarding an audit, we would seek your full
cooperation with the audit process, as it is a contract requirement.
At this stage, assessors or assessor organisations who are
selected for an audit under the Program will not be named.
